When a Country’s VP is Antsy to Become President

Philippine Vice-President Sara Duterte, daughter of past president Rodrigo Duterte and team-mate of current Philippine President Ferdinand “Bongbong” Marcos, Jr., has ‘separated’ from the unity team that propelled both of them to power in 2022. The obvious separation started when the Duterte family led various rallies in many parts of the Philippines and a few foreign countries, attacking Bongbong Marcos, first for alleging that Marcos is a drug addict and unable to lead the country well; and continued with regular attempts to gather large audiences hoping to re-create another People Power and legislative hearings led by Duterte allies attempting to anger the people and rise against the Marcos regime.

The Dutertes are angry because Marcos does not agree with Duterte’s pro-China policy, and allowed the establishment of U.S. Enhanced Defense Cooperation Agreement sites manned by Americans in various part of the Philippines (under the Mutual Defense Agreement between the US and the Philippines penned long ago). The Dutertes are angry because despite Marcos’ pronouncement that  the Philippine government will not cooperate with the International Criminal Court (ICC) in its current investigation for Extra-Judicial Killings (EJKs) against former president Rodrigo Duterte and his law enforcers implementing his War on Drugs, the ICC is allowed to enter the country as private individuals/visitors, and most recently, with the stand of the Government supporting the International Police (INTERPOL) with which the Philippines has commitment, the ICC arrest of Duterte and his ‘followers’ could be imminent.

The easiest way out for the Dutertes is if and when Sara Duterte becomes President…but here is Bongbong Marcos still in power… until 2028! That’s why the Dutertes want him out ASAP, because the ICC is already in the country. The Duterte rallies, Duterte blogs, and Senate hearing about alleged Marcos’ drug use (led by Duterte boy, Senator Bato dela Rosa [Police Chief also in ICC list]) did not work, because people apparently like what Marcos Jr. is doing, and no People Power is in sight. Thus, believing that Vice President Sara Duterte will be able to do the ousting-work for the Dutertes, Inday Sara began her “work” by first resigning from the Marcos Cabinet as Secretary of the Department of Education, and refusing to attend the Annual State of the Nation Address (SONA) of Marcos Jr. In the House of Representatives last July 22, calling herself the “Designated Survivor.” VP Sara’s statement drew a lot of questions from inquisitive and analytical minds, with a few thinking about possible bombing of the annual event to annihilate the president and all high government officials in the political hierarchy.

The grim thought never happened, of course, but VP Sara continued to be very vocal about her dissatisfaction with the leadership of Marcos Jr., saying “the Filipinos deserve better.” Her rant was met with various negative reactions. Below are some of VP Inday Sara’s statements and responses:

  • Duterte said that the government lacks a "comprehensive plan and robust infrastructure to deal with disasters," resulting in massive flooding in manyparts of the country.

Manila's 3rd District Rep. Joel Chua said that instead of blaming the present leadership, Duterte should look back on the administration of her father, Rodrigo Duterte, who had six years to implement a flood management master plan. Marcos’ administration is only two years old, compared to the previous administration. Chua said Duterte's bailiwick of Davao was the beneficiary of the biggest flood control funding of P51 billion "just for one district." "If we are to sum it up, the two districts of Davao, if I'm not mistaken, had more than P80 billion — and yet, when they were also hit by a strong typhoon, Davao also experienced massive flooding. That's why I think her statement was uncalled for and unfair," he said. (Manila Bulletin)

There is such a master plan hatched during the Noynoy Aquino regime but was not implemented during Digong Duterte’s time probably because of the pandemic (COVID-19).

In addition, it should be noted that during the recent devastation of typhoon Carina, VP Duterte traveled to Germany to attend a concert.

  • Duterte declared: “We are extremely tired of seeing our country being left behind, treated as if it has no value, unappealing, and submissive to other nations. We, Filipinos, deserve more than what we are hearing and seeing from the government right now. We, Filipinos, deserve better.”

As the second highest official of the land, she has the power to push for policy changes or implement positive programs addressing problems of our country. What has she done to make a better Philippines? “Submissive to other nations”? Why, are the Dutertes not submissive to China? Her father even suggested then that the Philippines may be a province of China! VP Sara has always been silent whenever the issue of West Philippine Sea/South China Sea is in focus.

  • And does she have the moral ascendancy to dish out harsh criticismagainst the government which she is part of?

She’s been requesting for billions of funds for her office since she assumed the vice presidency, but the education department under her leadership has been unable to dramatically alter learning poverty levels that are still among the worst in East Asia and the Pacific.

The learning recovery program crafted under her term was the subject of a Senate inquiry on Wednesday, August 7, due to lack of preparation and chaotic implementation. (Rappler)

  • VP Sara also said, “The Philippines should have a healthcare system that truly protects the health of every Filipino and alleviates medical expenses during emergencies. However, the Philippines currently has PhilHealth, which instead of being strengthened, is having its funds diverted to matters unrelated to people’s health.”

What? Has she forgotten the Pharmally corruption scandal during her father’s administration, which gave billions of health contracts to above company owned by Duterte’s friend/s with very little capitalization not even reaching Php1 million. What was clearly a violation of the law also involved moving funds from the Department of Health to the Procurement Office of the Dept. Of Budget headed by a Duterte ally connected to Senator Bong Go, a former executive assistant of former President Duterte. This is definitely diverting funds to matters unrelated to people’s health!

  • VP Sara criticized the government for recalling 75 policemen in her security detail, claiming it’s highly political. She even wrote an open letter to Mindanao’s tribes thanking them for committing to protect her and her family.  Sara likewise criticized the House of Representatives, saying that they seem to not know the realities on the ground in relation to security and police shortage.

However, according to Philippine National Police chief General Rommel Francisco Marbil, she still has close to 400 soldiers and cops securing her. She still retains “the most extensive security detail compared to her predecessors,” Marbil was quoted as saying.

  • “The Philippines, as a sovereign nation, should stand firm against foreign interference in our domestic affairs. However, the Philippines now quickly bows and complies with the demands and intrusions of foreigners, such as those from the ICC,” Sara Duterte said.

What did I say initially? VP Sara wants to protect her dad, Rodrigo Duterte, and several implementors of Extra Judicial Killings under Duterte’s War on Drugs, from being arrested and prosecuted by the International Criminal Court. In like manner, VP Sara expresses support for the fugitive Pastor Quiboloy (a personal friend of the Dutertes), wanted in the US for sex and human trafficking, money laundering and rape, as well as in the Philippines, for similar offenses.

So, Filipinos, wake up! Are we in our right mind should we elect another Duterte for president?
