
PROPERTY ASSESSMENT SPECIALIST SELECTED AREAS JOB ANNOUNCEMENT CODE: 08-01797 HIRING ORGANIZATION: Department of Revenue (DOR); Division of State and Local Finance. This employment register is being established to fill future vacancies that may occur in the next six to twelve months in Eau Claire (18); Green Bay (05); Madison (13); Milwaukee (41) and Wausau (37), and may be used to fill Property Assessment Practices Specialist vacancies. (The numbers in parentheses represent the County Codes.) SALARY: Starting salary will be between $34,598 and $52,000 annually, plus excellent benefits. Current state employees pay will be based on the rules that apply to compensation upon transfer, reinstatement or voluntary demotion transactions. The pay schedule/pay range is 07-04. A 12-month probationary period is required. This classification is included in the Fiscal and Staff Services Bargaining Unit. JOB DUTIES: Perform entry-level professional property assessment and appraisal work which includes application of real estate appraisal principals, personal and real property valuation, property tax laws and procedures. The candidate must attain certification at the Assessor 2 level within six months of appointment and perform more complex duties with a progressive degree of independence. Employment opportunities may be in one of the three following areas: Equalization Section: Establish annual equalized values of real and personal property in assigned taxation districts; perform field appraisal work including the fielded sales program and sample appraisal; appraise individual property using cost, income and market approaches. Manufacturing & Utility Assessment Section: Determine classification as a manufacturer or telephone company (telco); investigate real estate sales; complete field audit/appraisals on manufacturing and telco real estate and personal property; determine annual assessments; determine and maintain current market value of all real and personal property; investigate and respond to exemption issues and prepare written response to assessment appeals. Assessment Practices Bureau: Assist in coordinating, developing and presenting training programs for assessment personnel; implement the Assessor Certification Program. Assist in establishing, administering and maintaining uniform assessment standards for all users of assessment services. NOTE: Positions will require some travel. WELL QUALIFIED CANDIDATES: Well qualified candidates will have a four-year degree with coursework which will have developed the knowledge and skills necessary to perform the job duties described above, or an equivalent combination of professional training and work experience related to property assessment or appraisal. We are seeking an individual to serve as our agency's webmaster. Hiring Organization: The Wisconsin Department of Revenue (DOR); Division of Technology Services; Development Center Section. Job Duties: The position is responsible for managing and maintaining the basic look, feel and structure of the web sites. It is also responsible for updating the sites, including establishing and enforcing web site standards.
